Sexual Assault Accusations Against Sheboygan Therapist

John Monacelli, a therapist who worked in the Sheboygan area, has been accused of sexually assaulting a 29-year-old-man and a 39-year-old-woman.  Both victims claimed Monacelli forced them to recount past acts of sexual abuse and reenact them with him. Monacelli explained to the patients that recounting the sexual acts was the only way they would ever get over their memories and prolonged drug abuse. Monacelli threatened both victims, telling them if they did not stay quiet he would have the man sent back to jail, and would prevent the woman from obtaining custody of her children. The 29-year-old man claims he told Monacelli he did not feel comfortable performing  the sexual acts, and Monacelli fired back with, "No one will believe a junkie like you over me." Backyard Pool Claims the Lives of Two Little Boys

Chrissie Coon, a police spokesperson, spoke on the case of a 2-year-old boy who drowned in a residential pool on January 13. 

The boy was apparently surrounded by several family members one of their backyards at a regular gathering.  The police would not comment on whether or not a fence surrounded the pool, which would have possibly prevented the boy from slipping in.

The family told police the boy fell in the water while their backs were turned.  By the time they had reached him, it was too late.

Coon responded to a similar incident a mere, week and a half later.  She responded to a call regarding an 18-month-year-old boy who had fallen in to a backyard pool while the parents were outside.

The names of the boys were not released.

Sheboygan boy, 17, charged with allegedly having sex with girl, 14

Alan J. Jepson, a 17-year-old Sheboygan boy, was charged with sexual assault of a child under 16-years.  According to a criminal complaint, the boy was charged for allegedly having sex with the 14-year-old girl.  Charges could be as severe as 25 years in prison.

On Tuesday, the day before the arrest, the girl’s mother reported the girl as a runaway, and told police she suspected she had sought refuge at Jepson’s residence.  Additionally, the mother told police the girl may be pregnant.  Jepson was arrested in his home that day, and the girl was found at the house.

According to an account in the complaint, Jepson claims he had known the girl for 3 months, and had had intercourse with her 2 or 3 times. 

Under Wisconsin law, any suspect, no matter the crime, is charged as an adult if they are 17 years of age or older.  Apparently, the girl had lied and told police, and also Jepson, that she was 16 years old.
